Assistance Programs
If you have a medical emergency with a pet, call your local humane society first. They may be able to help.
Your next step is the Internet. Start with local and regional links.
(For low-cost or free spay/neutering services, call way in advance--sometimes the waiting list can be several months long.)

Note: Many assistance programs use the federal poverty guidelines to determine eligibility. Here is their reference chart for 2007. Others require proof that your only income is some sort of government assistance.
National Programs
FVEAP
Feline Veterinary Emergency Assistance -- funds are limited. Social Security or other government assistance required to qualify.
IMOM
Detailed application process. Emergencies only. They require proof that you're already on government assistance, want you to joing their group (free), and expect you to apply for Care Credit.

Petco Foundation
The PETCO Foundation dedicates its programs to serving the 4 R's - Reduce, Rescue, Rehabilitate, Rejoice.
We encourage Applications for Support from any 501(c)(3) organization that shares our mission and fulfills one or more of the Four Rs. Organizations should be local and be able to enlist the support of their local PETCO store.

Regional and Local Programs
California Department of Social Services
The Assistance Dog Special Allowance (ADSA) Program provides a monthly payment of $50 to eligible persons who use a guide, signal, or service dog to help them with needs related to their physical disabilities. The allowance is to help pay the costs of food, grooming, and health care for the dogs. Must live in California.
Wisconsin Humane Society
Individuals must be residents of Milwaukee or Ozaukee County and must qualify for subsidized services based on their income.
